01 · Executive summary

What the data shows.

This report aggregates every commercial-roof-relevant entry in NOAA's Storm Events Database for North Carolina, South Carolina, Georgia, and Tennessee from January 2021 through the most recent NCEI update in April 2026 — a working window of 64 months. We define "commercial-roof-relevant" as the NOAA event categories that produce documented membrane, decking, or structural damage on flat and low-slope commercial roofs: hail (any reported diameter), thunderstorm wind, high wind, strong wind, tornado, hurricane (and the rarely-coded Hurricane (Typhoon) tag), and tropical storm. Drought, flood, lightning, marine, and winter-weather entries are excluded — they do not produce the wind-uplift, impact, or perimeter-failure damage signature that drives commercial roof claims.

The headline finding: 18,942 events in 64 months across 481 counties, an average of 296 events per month, or roughly 39.4 events per affected county over the period. Thunderstorm wind is the dominant event type at 13,912 entries (73% of the total), followed by hail at 2,825 (15%), tornadoes at 793 (4.2%), and hurricane/tropical events at 548 (2.9%). The numerical minority of hurricane events drives a disproportionate share of the damage — the four hurricane/tropical years out of our six (2021, 2022, 2023, 2024) account for the bulk of the $2.91B total, and 2024 alone (Hurricane Helene year) accounts for 73% of the entire 64-month damage figure.

Geographic concentration is striking. The top 10 counties by event count account for 11% of all events recorded across the four states; the top 10 counties by damage USD account for 68% of all damage. Colleton County, SC leads on event count (289 events), reflecting both its position in a coastal/inland convective corridor and the granular reporting from National Weather Service offices serving the area. Lowndes County, GA leads on damage ($524,958,000) — concentrated in a small number of high-impact tornado and tropical events. The damage distribution is heavy-tailed: a single EF3 tornado or hurricane event in the wrong county can move the annual figure for that state by an order of magnitude.

For commercial property owners and facility managers, three operational implications. First, the event base rate is high enough that any commercial property older than 15 years in any of the 481 affected counties has, on probability, been exposed to at least one membrane-damage-threshold event in the period — and the cumulative wear matters even when no single event triggered an immediate claim. Second, NOAA-reported damage figures systematically under-state actual commercial roof claim volume: NOAA captures damage when a publicly-attributed dollar figure is reported by NWS or local emergency management, which routinely omits the long tail of sub-deductible and slowly-discovered roof damage that materializes 30–180 days after the event. Third, the geographic pattern that rewards proactive condition assessment is not obvious from a hurricane track alone: 79% of NC events, 77% of SC events, 81% of GA events, and 72% of TN events are thunderstorm or high-wind events — diffuse, isolated, and often invisible from ground level until water intrusion forces an inspection.

The remainder of this report breaks down the headline figures by state, event type, and the specific impact of Hurricane Helene 2024 (FEMA DR-4827), which is the single largest event in our window and the principal driver of the 2024 spike. We close with cost implications for commercial property owners ($8.50–18 per square foot for replacement, with Helene-area work running $2–4 above baseline), insurance documentation guidance, and a 2026 outlook section.

02 · Methodology

Sources, filter criteria, and known limits.

The primary data source is the NOAA Storm Events Database, maintained by NOAA's National Centers for Environmental Information (NCEI). This is the authoritative public-domain dataset for severe weather events in the United States — it ingests National Weather Service field reports, trained-spotter observations, public reports filtered by NWS office, and post-event surveys for tornadoes and hurricanes. We pulled the full event record for North Carolina, South Carolina, Georgia, and Tennessee for the period 2021-01-01 through 2026-04-30 (the most recent monthly NCEI release at publication). Each record includes event type, county, date, GPS coordinates where applicable, magnitude (hail diameter in inches, wind in mph, tornado on the EF scale), and NOAA-attributed property damage in USD. The complete numeric output of our extraction is published at https://secommercialroofing.com/data/se-storm-impact-2026.json under CC BY 4.0; analysis Python lives in our research repository and is reproducible against the NOAA bulk download. A secondary cross-check uses the Iowa Environmental Mesonet Local Storm Reports (IEM LSR) — 1,780 trained-spotter and public reports across the four states for the most recent 24 months, which we use for ground-truthing the NOAA hail and wind counts at the high-frequency end.

The filter applied to extract "commercial-roof-relevant" events keeps eight NOAA event types: Hail, Thunderstorm Wind, High Wind, Strong Wind, Tornado, Hurricane, Hurricane (Typhoon), Tropical Storm. These are the categories that produce the four damage signatures on commercial flat and low-slope roofs: membrane impact (hail), perimeter and corner-zone uplift (wind), debris impact and structural failure (tornado), and combined sustained-wind plus rainfall saturation (hurricane and tropical storm). Drought, flood, lightning, dense fog, marine warning, and winter-weather event types are excluded — they do not produce the wind-uplift or impact damage signature that drives commercial roof insurance claims, and including them would inflate counts without adding interpretive signal. Hail of any reported diameter is included in the count; the National Roofing Contractors Association generally treats 0.75 inch (penny-size) and above as the threshold for commercial membrane inspection, with 1.0 inch as the typical claim threshold and 1.5 inch+ as the threshold for severe damage on newer systems.

Three known limits should frame interpretation. First, NOAA property damage is systematically conservative. NOAA records damage where a public dollar estimate has been attributed (typically by NWS, local emergency management, or insurance industry liaison) — a large share of commercial roof damage is private claim data that never enters the NOAA record. The $2.91B figure here is best read as the publicly-attributed floor, not a total economic loss estimate. Second, NOAA's tornado segment counting means a single tornado that crosses two counties counts as two events; we report this as published. Third, 2026 figures are partial through the most recent NCEI release (April 2026); 2025 may also receive minor late-arrival corrections. Where seasonal context matters in the analysis below we flag this. The full extraction with year-month timestamps is in the distributed dataset.

NC, SC, GA, TN — what each state's record shows.

North Carolina (4,614 events / $519.8M / 128 counties)

North Carolina recorded 4,614 commercial-roof-relevant storm events across all 128 counties in the period — 692 hail, 3,470 thunderstorm wind, 197 high/strong wind, 133 tornadoes, and 122 hurricane/tropical events. NOAA-attributed property damage totaled $519,789,200, with 93% of that figure concentrated in the 2023–2024 window. The state's largest single-event entry is the July 19, 2023 Nash County EF3 tornado at $300M in NOAA-reported property damage — a 7.19-mile, 600-yard wide tornado that crossed warehouse and light-industrial space along the I-95 corridor. The largest hail in the period was the April 20, 2024 Robeson County 4.5-inch event (softball-scale), a benchmark event for any commercial roof in the southeastern NC market. Coastal Brunswick County recorded the state's highest wind speed at 96 mph during a 2024 tropical event; deep-WNC counties recorded their largest impact in the late-September 2024 Helene window — a separate section below covers the WNC Helene damage in detail. For commercial property owners, the operational read on NC is that the hail-and-wind base rate is high enough across both the Piedmont (Wake, Guilford, Forsyth, Mecklenburg) and the WNC counties (Buncombe, Henderson, Rutherford) that routine post-storm condition assessment is the lowest-cost insurance against undocumented gradual damage. Adjuster-grade documentation needs are heaviest in the NC storm-data table's top counties.

South Carolina (3,572 events / $351.3M / 70 counties)

South Carolina recorded 3,572 events across 70 counties — 547 hail, 2,458 thunderstorm wind, 300 high/strong wind, 140 tornadoes, and 127 hurricane/tropical. SC's NOAA-attributed damage of $351,269,350 is the second-lowest of the four states by gross USD but is concentrated in highly damaging individual events: the largest is the April 20, 2024 York County 2.75-inch hail event at $25M in NOAA-reported property damage — the only commercial-scale single hail event over $20M in our four-state window. Coastal Colleton County leads the state on event count (289 total events, 276 of them wind), reflecting its position in the I-95/coastal convective corridor and the dense Charleston-area NWS reporting. Charleston County itself recorded 13 tornadoes in the period — tied for the highest single-county tornado count in the four-state region. Aiken and Edgefield counties (Savannah River corridor, Augusta-adjacent) are the state's high-damage outliers at $43M and $42M respectively, driven by 2024 spring/summer convective activity. The four-state Helene window also touched SC: 27 of 28 SC events in the September 24–30, 2024 corridor were tornadoes — the unusual signature of Helene's interaction with the SC sandhills. Commercial buyers in Greenville, Spartanburg, Columbia, and Charleston should treat the SC storm-data record as a baseline for tornado-zone perimeter and corner-fastening detail.

Georgia (6,409 events / $1.67B / 176 counties)

Georgia recorded 6,409 events across 176 counties — 619 hail, 5,152 thunderstorm wind, 65 high/strong wind, 274 tornadoes, and 299 hurricane/tropical events (the highest of the four states by a wide margin). NOAA-attributed property damage totaled $1,667,746,490 — the largest of any state in our window, accounting for 57% of the four-state total. Lowndes County (Valdosta MSA) alone recorded $525M in NOAA damage across 152 events, dominated by the late-2024 Hurricane Helene impact on south-central Georgia commercial and agricultural property. Richmond County (Augusta) recorded the second-largest county damage figure in the entire four-state dataset at $500M, again driven by the 2024 hurricane window. Atlanta-metro counties (Fulton 147 events, Gwinnett 91, Cobb 58) carry a high event base rate but relatively modest damage figures — typical of dense convective activity that produces frequent membrane-bruising hail and perimeter-failure wind without producing single-event headlines. Colquitt County recorded the state's largest hail at 4.0 inches (June 14, 2023) — softball-scale across the south Georgia commercial corridor. The 2024 Helene year drove GA's annual damage to $1,583,387,100, the largest single-state-year figure in our entire 64-month four-state window. Georgia storm-data table covers all 176 active counties.

Tennessee (4,347 events / $375.7M / 107 counties)

Tennessee recorded 4,347 events across 107 counties — 967 hail (the highest hail count of the four states), 2,832 thunderstorm wind, 302 high/strong wind, and 246 tornadoes (the second-highest tornado count). TN had zero hurricane events in the period — the inland geography places it outside the tropical event corridor — but it carries by far the most concentrated tornado-driven damage profile in the four-state region. The state's NOAA-attributed property damage of $375,728,100 is dominated by tornado outbreaks: the March 31, 2023 Tipton County EF3 tornado ($80M, 20.36 miles long, 2,000 yards wide), the December 9, 2023 Middle Tennessee outbreak ($10M each in Robertson, Davidson, and Sumner counties for three EF2 tornadoes), and the May 8, 2024 Maury County EF3 ($10M). Williamson County (Franklin TN, Nashville's affluent southern suburb) recorded an unusually concentrated 84 hail events in the 64 months — the highest single-county hail count in the four-state region — including three 3.0-inch (baseball-scale) events in 2024 and 2025. Davidson County (Nashville) leads on total events (238) and is one of the two ZIP-corridor counties (with Colleton SC) where commercial roof exposure to severe wind is functionally continuous through the spring–summer convective season. Tennessee storm-data table covers all 107 active counties.

05 · Event-type breakdown

Hail, wind, tornado, hurricane — what each does to a commercial roof.

Hail (2,825 events, 15% of dataset)

The four-state region recorded 2,825 hail events in the 64-month window, with Tennessee leading on count (967), followed by NC (692), GA (619), and SC (547). Williamson County TN (84 events, max 3.0″), Lexington County SC (49, max 1.75″), Shelby County TN (44, max 2.0″), and Berkeley County SC (39, max 2.0″) lead the per-county hail counts. The maximum single-event hail in the dataset was the April 20, 2024 Robeson County NC 4.5-inch event — softball-scale, a benchmark event for SE commercial roofing. For commercial flat and low-slope roof systems: hail of 0.75 inch begins to bruise aged single-ply membranes and is the NRCA-suggested threshold for inspection; 1.0 inch (quarter) causes fracture damage to TPO/EPDM more than 5–7 years old and damages rooftop HVAC coil fins; 1.5 inch (ping-pong ball) damages most commercial systems including newer membranes and is the typical threshold for filing an insurance claim; 2.0 inch (golf ball) and above virtually always produces claim-grade damage on commercial decking, membrane, and rooftop equipment. With 5 of the top 10 hail counties recording at least one 2.0-inch+ event, the operational implication for facility managers across these markets is that post-storm core sampling is the cheapest defense against carriers later disputing pre-existing condition. The hail figures here align with the IEM Local Storm Reports trained-spotter ground-truth: 1,219 of the 1,780 IEM LSRs in our cross-check window were hail reports.

Thunderstorm wind (13,912 events, 73% of dataset)

Thunderstorm wind is the single dominant event category at 13,912 events (73%) — three out of every four entries in our dataset. Event-level magnitudes cluster in the 50–65 mph range with a long tail to 80+ mph. The largest single thunderstorm-wind damage entries are concentrated in Tennessee (Shelby County June 25, 2023 — three 70+ mph events totaling $4M in damage) and York County SC (April 20, 2024, 80 mph, $1M). Colleton County SC tops the per-county wind count at 276 events, followed by Davidson TN (191), Richland SC (185), Walton GA (170), and Wake NC (168) — all I-95/I-85/I-40 convective-corridor counties. For commercial roof systems, the failure mechanism scales with wind speed and roof age: 50–60 mph typically produces only flashing and edge-metal disturbance; 60–75 mph begins to fail mechanically-attached single-ply at perimeters and corners (the highest wind-uplift zones per ASCE 7); 75–90 mph produces widespread perimeter and corner-zone failures even on properly-designed systems; above 90 mph approaches structural decking and parapet failure. The diffuse and isolated nature of thunderstorm wind events makes them the largest source of undocumented commercial roof damage in the dataset — a 65-mph gust over a 100,000 sqft warehouse can produce a 200-square-foot membrane uplift that goes unnoticed until the next rain event 30–60 days later. Post-storm inspection protocol for facility managers should treat any reported thunderstorm-wind event in the affected county as inspection-worthy.

Tornado (793 events, 4.2% of dataset)

The four-state region recorded 793 tornado events in 64 months, with Georgia (274) and Tennessee (246) leading. Per-county tornado density peaks in Charleston SC and Lexington SC (13 each), Spalding GA (11), Orangeburg SC and Early GA (10 each), Sumner TN and Davidson TN (9 each), and Obion TN, Lincoln TN, Dickson TN (8, 8, 7). Tornado damage is the most heavy-tailed component of the dataset: the top 10 tornadoes by damage account for $474M — roughly 16% of all NOAA-reported damage in the entire 64-month four-state window. The single largest tornado event was the July 19, 2023 Nash County NC EF3 at $300M (7.19 mi long, 600 yd wide). Other major entries include the March 31, 2023 Tipton County TN EF3 ($80M), the April 2, 2025 McNairy County TN EF3 ($11M), and the December 9, 2023 Middle Tennessee outbreak (three EF2s in Robertson, Davidson, and Sumner counties at $10M each). For commercial property: tornado damage to a flat or low-slope roof typically combines membrane uplift (from the differential pressure as the vortex passes), full or partial decking removal in the EF2+ damage swath, parapet and rooftop equipment loss, and substantial debris-impact damage even outside the direct path. EF1 damage commonly produces 30–50% roof claims; EF2 typically produces 70–100% replacement claims; EF3+ is full replacement plus structural rebuild. Documenting tornado track and width relative to the facility footprint is the single most important data point for the carrier. NOAA tornado segment data (begin and end lat/lon, length in miles, width in yards) is in our distributed dataset for every event in the period.

Hurricane and tropical storm (548 events, 2.9% of dataset)

Hurricane and tropical storm events are the smallest event-count category in our dataset at 548 entries (2.9%) — but they drive a disproportionately large share of the damage. Of the four states, Georgia leads with 299 hurricane/tropical events, followed by SC (127), NC (122), and TN with zero (TN's interior geography puts it outside the tropical corridor). The 2024 spike is the dominant feature: the four states recorded 292 hurricane/tropical events in 2024 alone — versus annual averages of 35–125 in 2021–2023. The 2024 spike is overwhelmingly attributable to Hurricane Helene (FEMA DR-4827), covered in detail in the next section. The damage pattern from a hurricane on a commercial roof combines the worst features of the other three categories: sustained 75–155+ mph wind drives membrane uplift and perimeter failure (the wind component); flying debris produces puncture damage equivalent to the impact damage from large hail; sustained rainfall (often 6–24+ inches over 24–48 hours) saturates insulation and overwhelms drainage even where the membrane holds; and storm-surge or extreme inland flooding produces ground-level damage that propagates upward into mechanical and structural systems. For coastal SC and GA commercial buyers, the relevant ASCE 7 wind-zone uplift design pressure ranges (Risk Category II/III/IV buildings) drive the spec choice — Miami-Dade-approved fastener pattern and high-wind-rated edge metal are typical premium adds for new work in Charleston, Hilton Head, Brunswick, and the SC/GA coastal industrial corridor.

06 · The Helene 2024 effect

Hurricane Helene — the largest single-event impact in our window.

Hurricane Helene made landfall near Perry, Florida at 11:10 PM EDT on September 26, 2024 as a Category 4 hurricane with sustained winds of 140 mph. The remnants tracked north through Georgia, then northeast into the Southern Appalachians, producing what NOAA and FEMA have characterized as historic damage in Western North Carolina (FEMA Disaster Declaration DR-4827), the South Carolina upstate, and northeastern Georgia. In our 64-month dataset, 2024 alone accounts for $2.13B of the $2.91B total — roughly 73% of all NOAA-attributed property damage from the 18.9K events spanning January 2021 through April 2026. The 2024 hurricane/tropical event count of 292 is approximately 3.3× the 2021–2023 annual average for the four states.

The geographic concentration in our county-by-county damage figures matches the FEMA disaster footprint. Lowndes County GA (Valdosta MSA) recorded $525M in NOAA-attributed damage across 152 events — the single largest county damage figure in the entire four-state dataset, dominated by Helene's south-central Georgia track. Richmond County GA (Augusta) recorded $500M across just 50 events — the second-largest county damage figure, again Helene-driven. Berrien GA ($105M, 58 ev), Lanier GA ($101M, 21 ev), Cook GA ($55M, 45 ev), Aiken SC ($43M, 117 ev), and Edgefield SC ($42M, 49 ev) round out the south-Georgia / Savannah River corridor that Helene's wind field and rainfall covered. In WNC, Buncombe County recorded $35M in NOAA-attributed damage across 53 events for the full 64-month period — most of which is Helene-attributable; the WNC Helene damage is systematically under-represented in NOAA dollar attribution because much of it was rainfall-flooding damage logged under Flood event types we excluded from the commercial-roof filter, plus the structural collapse and infrastructure loss that fall outside the property-damage-USD-per-event coding convention.

The operational impact on commercial roofing across the WNC counties — Buncombe, Henderson, Transylvania, Haywood, Madison, Yancey, Mitchell, Polk, Rutherford, Avery — was unprecedented in scale. Industrial and warehouse facilities in the French Broad River corridor (Asheville, Woodfin, Marshall) and the Swannanoa Valley sustained roof damage from a combination of sustained wind exceeding 70 mph, prolonged rainfall (some areas above 30 inches in 36 hours), debris impact from forest blowdown, and structural movement from saturation of the underlying ground. For commercial property carriers, Helene claims have specific complexities: (1) RCV vs ACV disputes for buildings with roofs at or near end of useful life when struck; (2) ordinance-and-law coverage triggers for the 2018 NCBC and 2020 NC energy code compliance when full reroof is required; (3) FEMA-assistance coordination for facilities with federal disaster aid eligibility; (4) 6–18 month supply-chain delays on TPO membrane, polyiso insulation, and edge-metal across the affected region; (5) permit-authority backlog at the WNC county Planning & Inspections departments through Q1–Q2 2025. 07 · Cost implications

What the storm record means for commercial roofing budgets.
